Submitting and qualifying for an Expression of Interest
Starting a draft EOI
From a published opportunity's listing, you can start an Expression of Interest (EOI) on behalf of your investor organization. While it is in Draft, you can freely edit its summary, investment rationale, indicative amount and currency, and proposed role and structure. Your organization can only have one active EOI per published opportunity.
Supporting documents
You can attach supporting documents to your EOI — such as company information or indicative financing evidence — while you prepare it, and again later if the reviewing team asks for more information.
Submitting for review
When your EOI is ready, submitting it moves it out of Draft and notifies the government's evaluation team. From this point, the core details of the EOI are locked so the version under review stays consistent.
Evaluation and clarification
A reviewer assesses your EOI against the criteria relevant to that opportunity and records a recommendation. If they need more information before deciding, your EOI can be sent back to you with a clarification request and a note explaining what's needed; you can respond and it returns to review.
Qualification
A recommendation to qualify an EOI is a formal decision, not a single reviewer's call — it goes through the same approval process used elsewhere on the platform, with the outcome recorded once a decision-maker approves it. Once qualified, your organization can be invited to participate in a proposal for that opportunity.
If it isn't qualified
An EOI can also be rejected, with the decision and reasoning recorded on the record so you understand the outcome. You can track the current status of every EOI you've submitted from your portal dashboard at any time.
