From EOI to proposal

Once your Expression of Interest qualifies, your organization can move into the proposal stage for that opportunity, where a more detailed commercial, technical, and financial proposal is developed and reviewed.

Evaluation

The government's evaluation team reviews your proposal against the criteria relevant to that opportunity, in the same way an EOI is evaluated, and records their assessment and recommendation.

Negotiation

Where terms need to be worked through — pricing, structure, timelines, or risk allocation — the government and your organization record negotiation points and outcomes directly against the proposal, keeping a clear history of what was discussed and agreed rather than relying on side conversations.

Approval and next steps

A proposal moving toward approval goes through the same formal decision process as other approval-gated steps on the platform. Once approved, the opportunity moves into structuring and, eventually, contract award and funding — see "Understanding funding and financial progress" for what follows.
